On Trump’s gas boom, Germany’s fusion push, and Meta’s Canadian complex

Current conditions: Sandusky, Ohio, just saw 17 inches of rain in one day, smashing the previous state record of just under 11 inches and blowing past the 1-in-1,000-year threshold of less than 9 inches • Another heat dome is forming over the western United States, threatening landlocked desert cities such as Phoenix, Las Vegas, and Palm Springs with temperatures over 110 degrees Fahrenheit • An extremely rare tornado touched down in Alaska’s Susitna Valley, one of just 11 recorded in the state since 1950.

The record-shattering heatwave that roasted Europe last month killed thousands — and potentially far more than initially estimated. Last week, the French government released its estimate for the death toll from the elevated temperatures: 2,025 people died who wouldn’t have under average weather conditions. But Le Monde, the nation’s newspaper of record, suggested the tally was undercounting. On Tuesday, Carbon Brief published a new analysis by two scientists suggesting the actual figure surpassed 2,700 deaths. To calculate the difference, the two American researchers compared the observed temperatures from June 12 to 29 with their baseline average from 1980 to 2025 to understand the disparity between the number of deaths during heat waves then versus now. “We found that France experienced around 2,700 heat-related deaths above the average baseline,” the report concluded. “Day-to-day heat-related mortality rates rose from less than 100 to almost 300 on the hottest days of June 24 to 25.” In Germany, meanwhile, the Federal Statistical Office’s preliminary data shows more than 5,000 excess deaths during the late-June heat wave, Bloomberg reported. During the last full week of June, the agency known as Destatis recorded 5,486 more deaths than during the median from the same period from 2022 to 2025. Now yet another extreme heat wave is forming in Europe this week, the third so far this year.
The lethal heat has raised the volume and temperature of Europe’s ongoing debate over air conditioning. Much ink has been spilled over why, exactly, Europeans eschew the cooling appliances Americans adore. My colleague Robinson Meyer offered one of the most interesting explanations I have seen yet: Europe’s otherwise superior window design makes traditional AC units difficult to place. Either way, Europe’s surging far-right parties see a political opportunity in championing AC. France’s Rassemblement National, led by Marine Le Pen, has begun campaigning on expanding access to cooling. Germany’s far-right Alternative für Deutschland, meanwhile, has accused the country’s center-right government of “abstaining from air conditioning” due to “climate hysteria,” leaving people to be “sacrificed on the altar” of energy austerity, per The Guardian.
When President Donald Trump took office at the start of 2025, the U.S. Energy Information Administration predicted that 23 gigawatts of new gas plant capacity would be built in the U.S. between 2026 and 2030. The agency’s latest forecast for that same period is now 66 gigawatts. The boom reflects what E&E News described as both Trump’s energy policies and the rise of artificial intelligence. At the same time, a new International Energy Agency analysis suggests that Trump’s war against Iran dampened forecasts for global gas consumption for only the third time in seven years. Worldwide demand is expected to drop by 0.5% this year in response to major disruptions of liquified natural gas shipments from Qatar and the United Arab Emirates. Gas demand in Asia in particular softened amid higher prices and government efforts to switch from LNG to other fuels, such as coal. Fresh fighting in the Strait of Hormuz suggests the contraction could continue if the fragile ceasefire signed last month breaks. On Tuesday, two tankers were struck by projectiles while passing through the narrow waterway at the mouth of the Persian Gulf. The U.S. military accused Tehran of the attacks and launched new strikes on Iran, according to Al Jazeera. Trump told reporters at the NATO summit in Turkey this morning that the ceasefire was “over.”
In a more direct analysis of the effect of Trump’s energy policies on actual prices Americans pay, the think tank Energy Innovation found that the administration’s overall spending cuts and changes would force U.S. households to pay an additional $650 billion for energy between 2026 and 2040. That’s an average of $460 per household in 2035 and $490 in 2040. By eliminating incentives for electrification and green-energy manufacturing, the report concluded, the administration’s policies cost the U.S. a cumulative $2.3 trillion in lost gross domestic product through 2040.
Germany may have infamously abandoned nuclear fission, sending electricity prices soaring and making the country more reliant on coal and Russian gas imports. But Berlin wants fusion. On Tuesday, the Germany-based Proxima Fusion announced that it had raised nearly $469 million in its latest funding round, increasing its valuation to nearly $2.9 billion and establishing the startup as Europe’s best-funded fusion company. Among the backers were Google and the German utility giant RWE. “Google’s investment underscores continued interest in fusion as a potential source of abundant, carbon-free, firm energy over the long-term,” Proxima said in a press release. “One of the largest private investments in European technology this year — and the largest ever in European fusion — the round reflects growing recognition of fusion power as a strategic technology for energy security, economic resilience, and industrial competitiveness.”

A major new mining project in Arizona that promises to increase the domestic supplies of at least five critical minerals just received final approval of its environmental review. On Tuesday, the U.S. Forest Service gave the developer South32’s Hermosa Critical Minerals Project the green light on the last step of its yearslong National Environmental Policy Act study. The completion of the NEPA process paves the way for the project to build key infrastructure beyond privately held property onto the federal land that’s part of the Coronado National Forest, including a primary access road, a tailing facility, and allowing the local utility to build a portion of a 138-kilovolt power line. It’s also a symbolic win for the Trump administration. The project was the first mine included in the federal FAST-41 permitting program to speed up approvals for key projects. South32 secured its place on that list due to the mine’s potential to generate zinc, silver, and manganese — all of which are needed for modern energy and military technologies. “From the beginning, we designed Hermosa to be a different kind of mine, and the federal review process helped make it even better,” Pat Risner, South32’s president in charge of Hermosa, said in a statement. Arizona Senator Ruben Gallego, a potential contender for the Democratic presidential nod in 2028, praised the project for “producing critical minerals that will power our 21st Century energy economy.”
Meanwhile, the American lithium-mining startup EnergyX just pulled in a significant new investment to complete its giant project in Chile. Already a top global producer of the metal needed for batteries and electric vehicles, the South American nation’s new right-wing government is trying to draw in more private investment as it rethinks the country’s domestic energy policies, as I reported last week. On Monday, EnergyX unveiled a $225 million strategic investment from the Italian oil giant Eni. As I told you last year, Eni has bucked other oil majors’ downsizing the ambitions of their greener ventures, even investing $1 billion into Commonwealth Fusion Systems last fall.
New Jersey Governor Mikie Sherrill approved a suite of legislation Tuesday to overhaul the process for siting data centers in the state, placing a new tariff on large loads, requiring companies to disclose water and energy use, and scaling back tax credits for server farms themselves. It’s no surprise: Sherrill, a Democrat, won last year after campaigning on cracking down on soaring power rates in a state Heatmap’s Matthew Zeitlin described last week as “ground zero for the political backlash to high electricity prices.” In a statement, Sherrill blamed “poor oversight, outdated policies, and rising demand on our electric grid by unchecked actors” for the price spike. “This is a breakthrough moment,” Rewiring America cofounder Ari Matusiak, who served on Sherrill’s transition team, said in a statement. “For the first time, a state has created a policy pathway for data centers to fund verified demand flexibility, including energy efficiency, demand response, behind-the-meter storage, and managed electrification. That means rising electricity demand can become an opportunity to invest in homes, businesses, and communities instead of shifting costs onto families and small businesses.
Hyperscalers, meanwhile, are now looking northward. On Tuesday, the Canadian outlet Juno News published a scoop identifying Meta as the mystery developer behind a $10 billion data center complex in Alberta, the western province of Canada also known for its tar sand oil fields. The Facebook parent company’s project is tied to a 932-megawatt gas-fired power plant.
The UAE’s oil and gas shipments are just starting to flow again — a reality that could remain tenuous as fighting renews in the Strait of Hormuz. But one thing has changed for sure: Abu Dhabi’s crude production is now unleashed. Since quitting the OPEC oil cartel in April, the UAE’s output of oil topped 3.8 million barrels per day, unnamed sources told Reuters. That’s a six-year high, apparently vindicating Abu Dhabi’s push against OPEC’s restrictions on pumping.

On Yucca Mountain, Europe’s inverter boom, and Romanian offshore wind

The back-to-back record heat waves that roasted Western Europe last month killed thousands in France and Germany. The heat also dried out forests, turning woodlands on opposite sides of the Pyrenees into tinderboxes that are now ablaze in some of the worst wildfires the European Union has faced in modern history. With another heat wave now looming, firefighters are racing to contain the flames as hundreds of thousands evacuate in France and Spain. “We need to realize that we’re facing a totally unprecedented fire,” President Emmanuel Macron of France told reporters Monday during a visit to the fire department of Bordeaux. “The situation we’re facing today is the hardest we’ve ever recorded, the hardest since World War II.” In Spain’s Valencia region, the flames are detonating buried ordinances leftover from the Spanish Civil War in the early 1930s, Reuters reported.
The other week, I told you when PJM Interconnection once again hit its price cap at its latest capacity auction — and still came up short of the generation needed to meet demand in 2028. On Monday, the board of the nation’s largest grid operator said in a public letter it would hold another emergency auction to find nearly 7 gigawatts of power generation to make up for the shortfall. “The board believes this reliability threat requires decisive action,” the letter stated. The move comes just weeks after PJM shattered its peak demand record after underestimating just how much electricity the grid could need during a recent heat wave in the American Northeast. It’s yet another sign of the mounting stress on the system covering 13 states as everyone from governors to the grid operator itself strive for reforms, as my colleague Matthew Zeitlin has written.

Nuclear waste is a political paradox. Critics of atomic energy say that the radioactive waste produced during fission cancel out the benefits of using the most efficient source of carbon-free power humanity has yet harnessed. In the 1980s, the federal government took control of nuclear waste and set about building the world’s first permanent repository to store spent fuel underground for centuries. Yucca Mountain in Nevada was designated as the debut location for such a facility. Opponents in the Silver State fought back, imagining that Washington was subjecting Nevada to dangers akin to the atomic bomb tests that once took place in its deserts. In 2010 — in a move that nonpartisan Government Accountability Office later pegged as an entirely political, rather than technical, motive — President Barack Obama halted work on a project the then-Senate Majority Leader Harry Reid wanted kiboshed. The problem is that federal law dictates Yucca Mountain be completed as the first nuclear waste repository before other sites can be considered. No one in Congress has stepped up to make the change. As a result, the U.S. — operator of the world’s largest nuclear fleet and wannabe exporter to countries who want to get into the atomic energy game — has had no clear long-term plan for dealing with nuclear waste in 16 years.
The Trump administration is trying to change that. The Department of Energy has floated plans for nuclear innovation campuses where cutting-edge recycling companies could test out new technologies to reprocess waste into medical isotopes and fresh fuel. But E&E News reported Monday that the administration is poised to press Congress to update federal law to allow the U.S. to finally move on from Yucca Mountain. A leaked document the newswire obtained outlines the administration’s plans to instead press states to take on waste repositories and recycling facilities, in line with the Energy Department’s campus idea. That may not be easy. Even Texas, whose government has sought to roll out the red carpet for nuclear developers recently unsuccessfully sued federal regulators to the Supreme Court to block construction of a waste storage facility.
Last month, the Supreme Court ruled 6-3 in favor of President Donald Trump’s right to fire commissioners from previously independent agencies such as the Nuclear Regulatory Commission and the Federal Energy Regulatory Commission, which oversees pipelines and the grid. On Monday, E&E News published a feature examining the implications for FERC at a particularly sensitive time in its history, when a once-sleepy agency is increasingly facing scrutiny over the health of the U.S. grid. Experts were mixed on the effects. Ari Peskoe, the director of the Electricity Law Initiative at Harvard University, called Trump “a loose cannon” with “no justification for firing any FERC Commissioner.” Commissioner David LaCerte, a Republican, cheered the Supreme Court for overturning what he said was an unlawful restriction put in place a century ago that limited the White House’s ability to fire any commissioners for anything beyond poor performance. “If a commissioner is going to buckle under that pressure and compromise their integrity because they are afraid of being fired, well, they probably didn’t deserve to be in this job in the first place,” he said during the FERC meeting. But fellow Republican Mark Christie, who previously served as FERC chair and whom Matthew dubbed “the most interesting man” on the commission, said that while he agrees with the court’s decision, open requisitions remain as to what it would mean in practice. “If FERC is now completely under the supervision of the president, is the executive branch going to say how to decide a rate case?” said Christie. “That to me is the single biggest question.”
The Department of Transportation, meanwhile, is gutting funding for public transit, walkways, and bike lanes. In a letter outlining the agency’s spending priorities to the Senate, Transportation Secretary Sean Duffy proposed eliminating the Highway Trust Fund’s mass transit account and slashing funding for infrastructure that provides for the safety of pedestrians and bicyclists, bike lanes, and grants for electric vehicle charging infrastructure. That’s not all: Smart Cities Dive reported that a competitive grant program to fund solutions to traffic safety would scrap options that include public transit improvements and tolling from even being considered.
China produces most of the world’s inverters for solar panels. It’s increasingly a problem. Last year, Reuters reported that the U.S. had found “killswitch” devices in some inverters, suggesting that Beijing could — in theory — remotely disable solar panels when demand is high on the grid, or try to cause frequency problems like those that triggered the great Iberian blackout of 2025. At the start of this month, I told you the Federal Communications Commission was weighing a ban on Chinese inverters. If you share the Trump administration’s concerns, there’s good news: China’s command over the global inverter market peaked in 2024, according to new data from the research division at PV Tech. Europe, meanwhile, has emerged as a major manufacturer, hitting over 100 gigawatts of factory capacity this year. The U.S. is now at 40 gigawatts, while India is at 20 gigawatts. You’d be reasonable to wonder if these are just Chinese companies setting up shop in Europe. But you’d be wrong. “What distinguishes Europe’s inverter manufacturing expansion from other sectors, particularly solar modules, is the composition of its manufacturing base,” analyst Mollie McCorkindale wrote in the magazine. “As of 2026, over 90% of Europe’s 100-gigawatt manufacturing capacity comes from European-headquartered companies.”
Everyone knows the U.S. is veering away from offshore wind, and diligent readers of this newsletter (for whom I feel such affection) may recall that Japan is on a parallel trajectory. Elsewhere, however, offshore wind is booming. Romania, whose coastline makes up a single-digit percentage of its mostly landlocked borders, is the latest country to make big plans for seaward turbines. Bucharest is now targeting nearly 12 gigawatts of offshore wind, Renewables Now reported.
Wildfires in France and Spain — and a dire El Niño forecast — point to another era of public attention on disaster.
Wildfires and the Return of Climate Politics
Enormous wildfires are still burning in France and Spain. “We're facing a completely unprecedented fire,” French President Emmanuel Macron said on Monday, comparing the situation to World War II. The main fire in Gironde, a southwestern department along the Atlantic coast, have consumed more than 100,000 acres and forced roughly 200,000 people to evacuate.
There’s little sign the fires are under control in either country. In France, the blazes created a pyrocumulonimbus cloud — a towering, thundering “fire storm” that sometimes forms in the western United States but is not often observed in western Europe. Some fires have come within several miles of Bordeaux, the country’s sixth-largest metropolitan area and a longtime center of the wine industry. In Spain, enormous wildfires near Madrid, Ávila, and Toledo have killed one and displaced roughly another 79,000 people.
Firefighters are working fast, in part because a heatwave is forecast for the continent later this week. But of course it is hot — it is high summer in the Northern Hemisphere, and we are having a particularly hot year. 2026 now looks likely to be the world’s second-warmest year ever, and it has a better than one-third chance of being the warmest.
In the near term, expect more climate-addled disasters. The Pacific Ocean has slipped into its El Niño phase, which will likely spin off more extreme storms, droughts, heat waves, and wildfires. Recent modeling suggests it could be the most intense El Niño ever measured. Writing for his newsletter “The Climate Brink,” the climate researcher (and Heatmap contributor) Zeke Hausfather recently warned: “It looks like this year’s El Niño is not only very likely to be the strongest event since reliable records began — it may end up the strongest by a truly mind-blowing margin.”
How do we know this next El Niño will be bad? The most intense El Niño on record occurred from late 2015 to 2016, when sea surface temperatures in a benchmark region of the Pacific Ocean were 2.75 degrees Celsius warmer than normal. (That’s nearly 5 degrees Fahrenheit.) Those searing sea temperatures released huge amounts of heat into the atmosphere and eventually made 2016 the warmest year ever recorded. Today, a decade later, 2016 remains the fourth warmest year on record, coming in only under 2024, 2023, and 2025, per NOAA data.
But as Zeke writes, the middle 80% of modeled outcomes for this year’s El Niño are already projected to match or exceed that 2016 anomaly. The median forecast for this year’s event, in other words, would shatter the previous record. “The models are forecasting something outside the envelope of anything we have ever observed,” he writes. The National Weather Service agrees that there is an 81% chance of an event forming “that would rank among the largest El Niño events in the historical record going back to 1950,” and it says odds are better than 97% that the anomaly will stick around through spring 2027.
Scientists and activists once hoped that when global warming’s effects became unignorable, the public would take action. But disasters haven’t produced durable climate concern, and public attention has dissipated with every news cycle — and become ever more pessimistic. There are moments, however, when successive extremes can keep climate change more prominently in the public conversation. The years that followed the last mega-El Niño in 2016 made up one such period. If we are headed for another now, then experts should be ready with ideas not only for slowing and reversing the growth of heat-trapping emissions, but also for adapting our societies and infrastructure for our warming world. It’s clear we are going to need them.
This will be a big week for understanding the U.S. energy economy’s most important trend. A handful of tech companies driving the artificial intelligence boom — namely, Microsoft, Meta and Amazon — will report their quarterly earnings on Wednesday and Thursday. These companies are behind some of the country’s largest AI data center projects and therefore some of its most sizable planned power plants — clean and otherwise.
Last week, when Alphabet boosted its capital expenditure for this year by another $15 billion, the market rebelled and sent its shares tumbling. If investors’ interest in financing mega-scale data center projects is waning, then it could affect the electricity economy for years to come. In any case, we’ll know more soon. Rivian will also report its earnings this week.
Can AI help emergency managers make faster decisions when every second counts?
Meteorologists had nothing polite to say about Tropical Storm Bertha. The “weak, disorganized, and lopsided” system made initial landfall in Louisiana last week as a “hot, sheared mess,” one that forecasters doubted would reach Texas with much oomph at all. Still, the Galveston County Consolidated Drainage District — the local flood mitigation and drainage management entity for the state’s most flood-prone county — had stood at the ready, posting updates on the storm’s progress to its Facebook feed in the lead-up.
There had been action behind the scenes, too. Since this spring, the county has relied on a new “AI-powered flood warning solution” pilot program to help local administrators identify the gaps in their understanding of the county’s flood risk and monitor rising water levels in real time. In a crisis, a chatbot could even advise them on when to issue an evacuation order.
“Imagine you’re an operator and you have to tell people to leave their homes because of floods coming in,” Todd Barr, the CEO of Axonis Decision Intelligence, which has partnered with the smart water-level sensor company Simplicity Integration in Texas’ Galveston County, told me. Axonis provides AI-assisted decision-making tools to clients in a number of time-sensitive industries, and in every case, “You want a paper trail of the data you used to make the decision — the reasoning and the model you used — and our platform does all of that,” Barr went on.
Issuing evacuation notices is a famously thorny business, and one that has resulted in high-profile and high-casualty failures, including in the Paradise, California, and Maui wildfires. Particularly noteworthy were the 2025 Kerr County floods that killed more than 100 people in Texas’ Hill Country after local officials took 90 minutes to send phone alerts once they became aware of the rising river.
In many cases, particularly in more rural counties, the teams making the evacuation decisions are small and lack sufficient training not only on when to make such a call, but even on how to word it. “The people who are put in the position of issuing the messages are doing 20 other things at the same time,” Jeannette Sutton, a researcher at the University at Albany’s Emergency and Risk Communication Message Testing Lab, told me when I reported on evacuation notices after the Los Angeles fires.
As for Galveston, “100%” of the buildings on the densely populated island are at flood risk, with modeling suggesting a worst-case-scenario hurricane could produce 26 feet of storm surge. Much of the city’s stormwater infrastructure additionally predates modern climate-change-intensified rainfall probabilities, with the district in the midst of a $54 million drainage project aimed at mitigating future flooding by building a pump station and enlarging sewer lines.
As part of the region’s ongoing resiliency work, the Galveston County Consolidated Drainage District installed seven of Simplicity’s water-level sensors —the county’s first — at locations on the mainland. (There are no sensors currently on Galveston Island proper.) Simplicity’s Axonis-powered system, SI-Ai, also pulls in data from NOAA, the U.S. Geological Survey, and Houston’s Harris County to present residents of the entire region with a live flood-risk dashboard, complete with intuitive green-yellow-red indicators to evaluate their neighborhood hazard level in real time. Operators also have their own proprietary dashboard where they can monitor sensors and are prompted to ask questions to interpret readings and open “investigations” if something appears amiss.

“If I’m the municipality, I can say, ‘Okay, here’s what the forecast is looking like and what is potentially going to happen,” Alison Reese, the COO and co-founder of Simplicity, explained to me. “Then I could ask a question like, ‘Hey, what other locations in this watershed are at high risk for flash flooding?’”
That’s where Axonis, the artificial intelligence company, comes in. “Today you would have to be like, ‘Alright! Get the weather report, quick! What’s happening? What are the sensors saying? Okay Bill, now what’s the upstream sensor saying?’” Barr said, acting out the frantic scenario of trying to source data from multiple streams at once. “All of that is what we’re automating.” (Galveston’s Office of Emergency Management is “not the POC for the flood sensor operations,” a representative told me; the drainage district oversees the Axonis-Simplicity partnership, and did not return a request for an interview. The mayor of League City, a city 35-minutes north of Galveston that is also managed by the district, has publicly criticized the SI-Ai program as a separate sensor network that duplicates the work of the Harris County Flood Control District.)
Working from the assumption that emergency managers have to parse reams of data in short periods of time — flash floods can rise as much as 10 feet in an hour — Axonis provides what is essentially a chatbot for authorities to query potential decisions ranging from road closures to evacuation notices, based on feedback from the sensors. It stops short, however, of having a dialogue box that pops up to tell operators, EVACUATE THIS NEIGHBORHOOD NOW.
When Barr demoed the program to me, he had the tool configured to create a credit risk review memo for a would-be banking client. (Axonis also has customers in the banking and defense sectors.) The dashboard essentially functioned the same as it would for Galveston County, though, and his investigation returned the kind of simplified, emoji-studded one-sheet that users of large language model-powered AI interfaces would immediately recognize. In this case, the tool identified a “🔴Risk Alert CANDIDATE” — Barr said that would be a particular sensor, in the case of Galveston — and followed it with a summary and bullet-pointed sections breaking down “⚠️Credit Risk Indicators” and “💧Liquidity Position.” (In a screenshot of an example flood report for Simplicity, shared with me, those sections were replaced by “📍Site Location” and “💧Water Level — Last 72 Hours.” I wondered what else was possible: “🌊Historic hydraulic risk”? “💀Vulnerable Populations”? )

The system then takes operators through a four-step decision-making model based on the OODA Loop, a common workflow in military contexts that involves justifying actions through evidence-based observations. “We always keep a human in the loop on these things, at least today in 2026 — though who knows in two or three years,” Barr said. He clarified in a later conversation with me, though, that “Axonis and [AI] tools should never tell you to evacuate now. It should tell you the information you need to make that decision.”
That was a point Barr stressed numerous times during our conversation: That Axonis’ chatbot is intended as a brainstorming tool or sounding board, and one that keeps a careful paper trail, “cryptographically sealing” any eventual decisions for review and attestation later. I likened it to a police body camera, and Barr didn’t dispute the similarities. “It’s an accountability tool,” he told me.
Of course, that means the burden of decision-making still falls on potentially fallible humans. I worried in particular that by sharing the responsibility with AI, human operators might get lazy or fail to properly question a decision the program might be leading them toward, particularly in an instance of hallucinated data. To the latter point, Barr told me that this is part of what Axonis is designed to address. “You can’t just take the sensor data and throw it into Claude and be like, ‘Alright, go make a decision for me.’ You need to set guard rails,” he said.
As to the former point, Barr told me the chat includes a disclaimer reminding its users that AI can make mistakes, and that the company trains its customers on how LLM technology works. “At the end of the day, it’s a tool, not a decider,” he said, although he allowed that it might be used to automatically trigger warning lights, sirens, or barriers, such as closing a flooded roadway.
I also posed the concern about complacency to Ali Mostafavi, a professor who supervises the UrbanResilience.AL Lab at Texas A&M, which researches, among other things, how artificial intelligence might be utilized in emergency contexts. Mostafavi agreed that there is always a risk in cognitive outsourcing, but that there is a “counter-argument that is also valid — that without these technologies, we have seen what can happen. We had the catastrophic floods last year in Kerr County, and if a similar technology had existed back then, an automated system could have identified the flash flood, and many young children would be alive today.”
Still, Barr told me he isn’t aware of Axonis advising in an actual evacuation order yet. While it is operational, the predictive model remains untested against its highest-stakes use case: the extremes of a climate-changed world, where formerly unthinkable outcomes may be one storm away.
“The more we can stress-test these technologies in real operational settings and use that feedback loop to improve the technologies, the better,” Mostafavi said. “But that’s easier said than done, because to have a technology implemented in an operational setting it should already be stress-tested, right?”
Bertha, though, was not that reckoning; the gusty squalls blew through Galveston last week without even disturbing the dinner reservations at the marina. But although it was already back to 90 and sunny by Monday morning on the Texas Gulf, the drainage in Galveston County, as in many places around the country, remains outdated and easily overwhelmed. One day, inevitably, the water will come. Hopefully when it does, someone or something will be watching.
